History of the Scottsdale Division

Following the lead of CSX, in 2004 the Norfolk Southern (NS) decided to spin off two of their less productive coal mine branch lines in West Virginia. The Scotts-dale Division was formed to lease two of these branches. The SDD operates as an independent company, with its own management, labor, rate schedule, etc. The right of way, motive power, and rolling stock are leased from NS. However, because the SDD is financially independent, operations including crew and methods have been developed based on previous NS practice and more importantly the continuous cash flow strains of the division.
